Redlining, bankers refusing to support businesses in the area, the destruction of the very successful black banking system, all contributed to ensuring that rich neighborhoods remained white, regardless of the wealth status of others. Some redlining was in zoning codes, others were just an agreement between elected officials and real estate agents and bankers.
