Baltimore is a County or and a City in America, hence the responsibility of the American leadership, not just Cummings’. Whether or not it’s his responsibility, the president* should not describe a city and county within our nation in such away. He’s supposed to be the president of the United States. All cities, counties, states, etc. are under his umbrella of leadership. He has failed his leadership test miserably.
